Defending territorial waters definitely wouldn’t involve civilian organizations; Xiaohe probably just found an excuse to go have fun. But since it came up conversationally, Yan Fei couldn’t refuse after being invited twice!

For the villagers living on the southern bank, having this road to the county seat meant they could take vegetables from their gardens to sell directly. They no longer needed to rely on the bother of traveling far to attend markets, which was a good thing.
Thus, people hoped for roads to their homes, simply needing the road, not for the sake of road construction compensation.
