I'm a spinosaurus with a System to raise a dinosaur army
Chapter 254: The unification
"… and since I have heard that the human countries located on Maakanar have chosen to follow the path of peace, rejecting the deployment of high-powered weapons on their territory, the dinosaurs are revoking any threat to them. As long as the situation continues, you have our word that we will never invade your lands. On the contrary, we thank you for choosing to keep the peace and we guarantee our support in case other human nations try to impose themselves on your will"
This part of the video was being looped across all parts of Maakanar's five nations. After receiving the mission accomplished message from Jocelyne, Sobek made a second speech where he again declared his neutrality and his intentions to keep the peace. However, the people of Odaria were only interested in the final part, the one where Sobek assured that dinosaurs would not attack human territory if humans refused the deployment of high-powered weapons.
It was practically the declaration that there would be no second war, and therefore no more bloodshed.
Unlike the rest of the world, where propaganda and rumors often downplayed the reality of war, the people of Odaria had firsthand experience what a conflict with dinosaurs meant and the very thought of losing other children, friends and parents terrified them. Therefore they could not be happier that Sobek and their leaders had restored peace.
Then, while the people were still in the midst of the festivities, a new announcement had arrived, shocking everyone: the leaders of all five of Maakanar's nations planned to unify all countries into one state.
In reality, this was not a cause for great uproar: apart from the initial surprise, in fact, no one cared about unification. The countries bordering Odaria practically depended on it to survive and the laws in force were almost completely the same. Not much would have changed for ordinary people. What rather astonished everyone was the new Constitution, published in every newspaper and website and appeared on every newscast.
People could not believe that what was written on that paper that was to become the foundation of the new nation was true. Free health care and education alone were unusual in a third world country like Odaria, not to mention the state favoring the political propaganda of individual citizens. However, these rights were protected in other parts of the world and people were inclined to believe that they were due to the wave of change that had followed the disappearance of the heads of families. But a state that guarantees room and board for everyone? He had never heard of such a thing. Some of the more optimists wanted to believe it, but many were obviously skeptical.
To eliminate these doubts, the president of Odaria made a new announcement. About a day after the proclamation of the plebiscite, he held a press conference that was broadcast on screens across the nation.
"My dear fellow citizens! I am here today to allow you to clarify the new dictates of our, hopefully, future Constitution. I will try to be as clear as possible. I hope my words can help you clarify your doubts. So, let me explain how we intend to respect the twelve articles of our Constitution"
"First of all, Article 4, in which we guarantee room and board for every citizen. I know that many of you have wondered how we are going to produce food and housing for all. Well, as far as accommodation is concerned, it won't be a problem. As you well know, the government has seized all the assets of the business families; among them there were many properties that are still being converted into apartments. These apartments, as provided for in the dictates of the Constitution, will guarantee only the essentials for living; any other instrument, furniture or utensil must be purchased with money, which can only be earned by working. In this way the industrial machine will not stop, but no one will have to live without a roof over their heads. Within a month from today, we will be able to give refuge to every single citizen not only of Odaria, but of the entire Great Republic of Beleriard, hoping that this nation will see the light"
"Secondly, the food. I guess it was the main reason for your doubts. Well, I can assure you that what is written in the Constitution is absolutely true, and this is thanks to only one man: Markus Jersey. This businessman, the last one left in our country, for years has been designing a way to solve the problem of hunger in our country, and in the last year he has built a plant that is able to produce huge quantities of food at the minimum cost. . This plant was built thanks to the collaboration with the dinosaurs, who revealed some of their secrets thanks to the excellent work of our ambassador, Jocelyne Jersey. Today, this plant is already in operation and is already producing so much food that we can feed a nation ten times the size of Odaria. Markus Jersey has already stated that, if the plebiscite passes and the five nations unite, he will spontaneously donate this plant to the nation, which can use it to comply with the terms prescribed in Article 4 of the Constitution"
Of course, all of this was only partially true. In fact, the credit for the lack of food went to Jocelyne and Sobek. The girl had secretly built a facility where she could use the feeders without revealing their secrets, and Sobek had provided Jocelyne with many feeders. The plant was almost completely automated and very few trusted people knew what was happening inside. All Jocelyne needed now was just a good number of means of transportation to get food across the nation, and those means would be provided to her by the government. However, this certainly could not be said publicly: for the moment, it was even better for people to remain in the dark about everything. With this statement, however, the Jersey family would have gained even more admiration and the dinosaurs would have had some publicity.
"Now let's move on to another article that I am sure has aroused astonishment, namely Article 2, especially the part in which public health and education are guaranteed. Many have wondered how we are going to support these plants. Well, here again we have to thank Markus Jersey. Thanks to the foreign support of John Hammond, obtained through contacts with his daughter Jocelyne Jersey, he has built a second large plant for the production of drugs and medical instruments, so that the country does not have to depend on abroad to obtain them. Clearly, in this case we are not talking about a zero-cost plant, but we have calculated that the currently existing taxes will be more than enough to cover the costs, this is because much of that money will no longer go into the pockets of the heads of households. The same will be true for education: although we cannot boast many school facilities at the moment, many old households' properties are being converted into schools, and the fees will be sufficient to ensure their functioning. As for the hospitals, unfortunately for them it will be necessary to wait a few more months from the moment for the special buildings to be made safe and healthy, but Markus Jersey has already made a generous donation to speed up construction times as much as possible"
This time there was much more to the truth. Jocelyne had been able to build the sanitary facility only with the support of John Hammond, who continued to keep in touch with her overseas. After all, since the old billionaire had got all the shares in Reiden Global, it wasn't a problem for him to donate a few million to build the plant. As for the maintenance of schools and hospitals, Jocelyne had done and redone the accounts and had found that the current taxes were more than enough to cover them, since there were no longer the heads of families who took 70% of them. More than anything else, the problem would have been to have capable doctors and teachers, who would revolutionize the old health and education methods; but again thanks to the support of John Hammond, Jocelyne already hosted in her properties many excellent exponents of these categories who, like her and John, aimed at peace with the dinosaurs and were therefore happy to help her to show the world that coexistence between dinosaurs and humans were possible. When the time came, these people would be the cornerstones that would instruct future generations not to fear dinosaurs but to try to coexist with them.
"Finally, the last point that I think has created a lot of dismay, is Article 6, which guarantees every citizen a minimum income to be able to finance their propaganda in case they intend to run for elections. This is also absolutely true. Thanks to the finances left by business families and the nation's recent economic growth, the state can confidently guarantee this right to each of its citizens. This point was chosen to avoid the creation of a dictatorship of wealth again, where the rich were free to behave as they pleased; with this system, it will be indifferent whether a rich or poor will run for elections, because both will have the means to spread their ideas and political positions"
Obviously, this method could have had value only initially, when the assets left by the heads of the families were still profitable; once they were over there would be a need for a new tax. But it would take years before that, and Jocelyne was confident that with the country's economic growth a new tax would not be too badly received. After all, it was a tax to ensure the continuity of a right.
"And to conclude, I would like to make one last announcement. I know that many have wondered who will fill the posts imposed by the Constitution if unification is approved. Well, I and all the other politicians of this and other nations have already agreed that new elections will be held within a month of unification. After all, this Constitution was created on purpose for the people to govern themselves, and it is therefore important that they start doing so now. Therefore, elections for members of Parliament and competitions for judges of the judiciary will begin one month after unification, while those for the president will be held two weeks later. Therefore, I advise anyone wishing to attempt to enter one of these establishments to start preparing. If after the plebiscite the unification is approved, the current government will finance the advertising campaigns of all the candidates, as is precisely foreseen by the Constitution. The ways to apply will be published on the national official website. Having said that, I have nothing more to add. Are there any questions?"
Of course, that too was Jocelyne's idea. The girl had no intention of keeping the old political caste on its feet: she was too cowardly and submissive for her liking. To weather the coming storm, she would need capable people, not servants. So she had decided to get rid of the old politicians. After the unification they would continue to run the country for a month, then she, as she promised him, would give them enough money to live on an income for life and they would disappear. At that point, a new political class would have emerged, certainly better than the previous one (not that it took her much by the way).
And she, of course, would run for president. She had deliberately chosen the age limit of fifteen years for the candidacy. Anyway, in Odaria it was not a strange thing: given the conditions in which ordinary people lived, it was normal for even children to work. Getting elected at fifteen was not very surprising to the masses. She would have turned sixteen within a few months, so she was already perfectly eligible for candidacy. And with the prestige that the Jersey family had received over the past year, victory was almost assured.
In a way she had also cheated: she had been preparing for the election campaign for a year, while the other candidates would have barely a month. However, she knew the populace would be too elated and affected by the change to notice her trick.
The president's speech was broadcast not only to Odaria, but also to neighboring nations, and all the political leaders of other nations confirmed what Morgan Medlay said. This was enough to dispel any doubts among the masses, who abandoned insecurity in favor of euphoria.
The plebiscite ended in a week and was a resounding success. For the first time all citizens were called to vote, including women, which was an absolute novelty for the nation. The results were surprising: not only did Odaria give 98% of the consent, but none of the other four nations dropped below 95%. With similar popular approval, the day following the publication of the results of the plebiscite, the birth of the Great Republic of Beleriard was formally proclaimed and the new Constitution entered into force.
That day would be remembered by posterity as Unification Day. It would become a national holiday in the Great Republic of Beleriard, and the rest of the world would remember it as the first real act of change that would lead to the birth of the new world.
