His meaning was simple, the armored corps were unlikely to be dispatched into the city for attrition, so they were mostly left with the task of bypassing Wuyang, encircling the city.

Most of the City Lords and the defending Qin Country soldiers chose to surrender. Even those unwilling to surrender retreated toward Wuyang without any intention of blocking the Tang Army.
