Team Eight jumped along trees surrounding a public road. The group of refugees, they determined, were quite simply just walking along the roads aimlessly. They were narrowing in on their location. Kiba found scents that were more and more 'fresh'. Hinata spoke up. 

"I can see them." She pointed, "That way."

"Remember to keep your Byakugan active, Hinata. I will only interfere if there are enemy ninja."

"Yes sensei!"

They arrived on the outskirts of the camp shortly afterward. There was an assortment of trash, animal skins, and random crap scattered on the ground. Within the clearing there were multiple people together, huddling against trees and wrapped in many layers of cloth. 

Saul formed multiple shadow clones to enter the camp and hid behind a tree with his true body. The shadow clones then circled around the camp to enter from the opposite side. Kiba however entered from the front, his voice loud and clear. 

"Hey! Bastards! You all are on the Land of Fire's land! I'll need you all to come with me!"

Some of the people looked at the shouting young man, pointing. More and more turned, their eyes fixated on the band he wore on his forehead. A ninja. Murmurs spread throughout the camp and many looked at him with terror. 

"N-ninja!" A young man shouted, his face hot with anger, "You and your kind should just leave us alone! Because of people like you, my father was killed! We had to leave our village because you all used our homes as battlegrounds! Why!?"

Kiba moved so fast he seemed like he teleported, grabbed the man, and lifted him up by the collar. The young man struggled against Kiba's chakra enhanced grip to no avail.

"Eh!? What did you say? I am a Konoha Ninja! Tell me, when did I fight in your homes, kill your people? What in the hell does that have to do with me!? I'm here because you all have been stealing from our people!"

The refugee in his hands cowed down in fear, so Kiba dropped him, turning to face the group. However as he turned he heard a sickening squelch, and the man let out a gurgled scream.

"HE'S KILLING PEOPLE!!!"

There was a shout and everyone panicked. The refugees scattered, every man for himself. Kiba could only do his best to subdue a few people by force, while the rest ran for their lives.

"Akamaru!" He shouted amidst the chaos, "Whoever did that must still be near. Get their scent!"

"Ruff!"

Saul, who had been subduing members of the camp while their attention was on Kiba, quickly shifted focus. To combat fear, you need to either reassure the victim, or have them fear something else more. He grabbed a poor 'example', put them against a tree, and shouted with all of his clones.

"All those who surrender will be spared, without harm, and led to the Lord of these lands! And those who run-" He whipped and stabbed a kunai into the tree, beside the throat of his poor example. She shrieked, terrified, "will be subdued forcibly! All of you, get on your knees NOW!!!"

People started kneeling where they stood, shivering. A few on the edges tried to continue to run away, but an arrow was fired directly at their feet, a warning. They gave up as well, kneeling. Kiba and Saul rounded up the group at the center of the camp en-masse. Hinata jumped down from her perch as well.

"Where's Kurenai-Sensei!?" A furious Kiba asked the black haired girl. "I found the scent of whatever bastard killed that guy back there! He will pay!"

Hinata shook her head, pointing to her Byakugan. "I-I already saw it, Kiba-san. Sensei knows."

"Got it. Fucking hell..." Kiba moved to sit by a tree. Hinata eyed the dead refugee, the man still bleeding out. She hated this.

Just then Kurenai arrived, carrying an enemy ninja over her back. She threw her on the ground in front of the 3 genin. 

"I interrogated her with Genjutsu. She's Hisame, a rogue ninja from Amegakure."

"Amegakure?" Kiba asked, "Isn't that the Village in the Land of Rain?"

The Land of Rain, neighboring the Land of Grass, was a land of constant conflict. Bandits, missing-nin, they all fought for control of sections of the country. Or was, until the village had gone completely silent on the international stage.

Saul spoke up. "What should we do with her...?" 

Kurenai shook her head. "Missing-nin should be dealt with by pursuers from their own village. They should not be touched without reason, otherwise it could turn into a diplomatic incident."

Kiba growled, "So are you saying we're supposed to just... Let her go? After she killed someone right in front of me!?"

Kurenai nodded, "She was trying to create a distraction to escape. She had no intention of provoking the Land of Fire or Konoha. Who she killed was merely a refugee from the Land of Grass."

"You... You think this is right? Kurenai-sensei. Someone died! She's a murderer!"

The black haired woman gazed down at the floor with sadness in her red eyes. She didn't respond. Then she turned and started helping up the refugees. Saul gazed at the woman absentmindedly.

She had short, messy brown hair, kept in place by a white hairband. She wore blue earrings as well, was it a style choice? Her shirt hung loosely around her elbows, and her body, although smeared in dirt by Kurenai's careless handling, was sort of like Yakumo's. Certainly a downgrade overall, but the missing-nin beat her in terms of showing off the right amount of skin. Yakumo dressed too conservatively.

Saul glanced away. "We should at the very least tie her up first. She's a missing-nin after all. Some delay would be good in case she wishes to seek revenge."

Kurenai nodded. "Do as you wish."

"I'll do it!" A vengeful Kiba interjected. He tied the ropes painfully tight, causing the woman to let out an unconscious moan of pain. Her legs were tied together, her arms were forced behind her back, and just as Kiba was about to tie her legs to her arms Kurenai called out.

"Don't go overboard, Kiba."

"Tch."

He confiscated all her weapons with an angry glare, then continued to help Kurenai with the refugees. They rounded them all in rank and file. Then the team marched them back to the commanding Duke.

The refugees were slow. Many of them were sick or injured, with some having blisters on their feet from the long travels. It took Team Eight until nightfall to finally finish transporting them to the Duke. 

The Duke did not meet them personally this time. A hard-faced servant, with a permanent scowl, was there to meet them. 

"Is this all of the refugees?"

"All but one. There was a young man, who was killed by an Amegakure missing-nin hidden amongst them."

"That's... A shame. Still, we of the land of fire will continue to show our appreciation to the efforts of the Village Hidden in the Leaves. Wait just a moment..." He turned to the group of refugees. "Guards!"

A troop of men stood rank and file in front of the refugees. They were armed with spears.

"Separate the able-bodied men and healthy women from the sick, the young, and the elderly. Bring them here, to me."

"Yes sir!"

The healthy refugees were pulled apart from their loved ones according to the man's command. They were forced to sit down, with their heads turned away from the group. 

"Now hear the command of the Duke of Fire! Those who steal and plunder from our people, are mandated to have the hand they used to steal be chopped off! This is justice!"

"Justice! Justice! Justice!" The guards roared.

"We do not know who among you have stolen and who is innocent. Thus, we have chosen from among you those who are able bodied. They will be deemed innocent! Those capable of earning their own meals would not resort to stealing, according to the Duke. Even though you should all receive punishment, they shall be spared!"

The chosen refugees heaved a sigh of relief.

"However! The Duke knows there must be some among the able bodied who have been tempted, who have stolen. What should be done about their crime!?"

"Punishment! Punishment! Punishment!"

"By the decree of the duke! All the sick, young, and elderly shall be executed! Their blood shall wash away the sin of their countrymen!"

"Rahhhhhhh!"

Many cried out in despair, screaming and trying to get away. They were cut down and stabbed by the group of guards. None escaped. Blood splashed into the ground like water, until there were no screams left.

Kiba and Hinata stood there, gasping in shock. The crying group of the spared were ushered into nearby, hastily constructed camps.

The scowling overseer counted the shaken refugees as they passed, adding an extra 2,000 Ryo for every person. Once he had finished gathering the money, he handed it to Kurenai.

"Here is our appreciation. A little extra reward from the Duke of Fire."

Kurenai took it emotionlessly, bowing her head. "Tell him that Konoha values his appreciation and will continue to work diligently for the good of the Land of Fire."

The man gave an ugly smile, "I won't be seeing you off then. Safe travels."

Author's Note: I have a prospective assault NSFW scene that I need input for. The context by which most protested using Shadow Clones for NSFW was that you effectively were NTR'ing yourself. But in the context of this scene, the clones would be used on Hisame (the missing-nin from Amegakure).

A woman who is not a love interest at all, and who is actually an enemy. Because of Kiba's sense of smell, there is a 100% chance of Saul being discovered by his team if he does not use a Shadow clone. This woman would likely be a one and done. Would you all be good with a Shadow clone in this context? (The answer was mostly yes lol)
