The FBI doesn't know much about Mexico, and the materials Jimmy printed out were only a few pages long, not reflecting the extent of the chaos there. So Ruiz read Jimmy's materials and sent him back, while he went to gather more information from other sources.

This time it's a bit tricky. If they indeed get involved in the Mexican drug lord war, even though they might not come to New York to take out Seventeen, it would still be a hidden threat. These drug lords are billionaires, and even though they can't openly cause trouble, a few whispered words can make people panic.

So now we need to figure out beforehand who set up Seventeen this time, how serious it is. Whether they plan to retaliate or suppress this incident, they need enough intelligence support.

Seventeen has been undercover in the underworld for years, and his sources are diverse but also highly efficient. That night, he located the cripple Todd and successfully controlled him. By the time Jimmy arrived at the office the next morning, they had already finished the interrogation and were having breakfast in the conference room.

Jimmy received a call from Ruiz and went to the conference room. Seventeen closed the lid of the lunchbox in front of him and tossed it into the nearby trash can, "Okay, it's confirmed now. I've indeed been used."

Seventeen picked up the folder next to him and pushed a few photos inside it to Ruiz and Jimmy, "Look at this, you wouldn't believe what they're using the C4 for."

Ruiz and Jimmy looked at the photos; it seemed to be of an abandoned factory, but there were no particular markings. Seventeen continued pulling out a few printed maps, "Here, the Brooklyn Navy Yard. It's been abandoned for many years; it hasn't undergone a complete renovation. According to the city government's plan, this place is expected to be transformed into an art innovation center in the coming years, but nothing is set yet.

Look at this, it's what we took after the interrogation early this morning. This abandoned dock has been transformed by this group; they dug an internal dock nearby, but it's still being adjusted and hasn't been completed. This batch of C4 is for the blasting. Once completed, it will become their submarine dock. Goodness, doing this kind of thing in New York, they really have some audacity.

When I caught Todd yesterday, he was near this dock. It seems they've been working on it for some time, just always thought it was well-hidden. If we hadn't caught their tail this time, we wouldn't have imagined they could even build submarines."

Ruiz: "Have you found their construction team?"

Seventeen: "No. The construction site seems to have paused for some time. Todd admitted it's because their equipment and explosives weren't in place, and they had to delay the progress. The construction team was brought in from out of town and temporarily sent out of New York."

Ruiz: "What about their submarine?"

Seventeen: "Those aren't Todd's. He was serving as a middleman, wanting to expand his business by taking on this job from others."

Jimmy asked, "I have a question. Where did they get the C4? This stuff is regulated; can we trace the source?"

Seventeen: "Haven't asked yet. He only handled the requests; the goods were delivered from the source."

Seeing Jimmy not asking further, Ruiz finally spoke, "Where is Todd now? How is he?"

Seventeen: "In an underground clinic."

Well, it seems Seventeen's team was a bit rough. Getting Todd done in one night must have been excessive, but having reached the underground clinic stage, Todd might need a new nickname. 'Cripple' might no longer describe him.

Ruiz wasn't concerned about Todd; he was thinking about the aftermath of this matter, "So, how do you plan to handle this?"

Seventeen shrugged, "I'll say later. It's not settled yet; let me investigate a bit more."

Ruiz nodded, "Some things better follow the procedure."

Seventeen nodded, organized the files into the folder, and left the conference room.

Jimmy stood up too, looking at Ruiz, "Want to have a drink tonight?"

Ruiz looked at Jimmy, paused for a few seconds, then nodded, "Sure."

Jimmy: "See you at the bar." Waving his hand, Jimmy also left the conference room.

There's still doubt about this matter, but Jimmy didn't bring it up directly in front of Seventeen; after all, this is the bureau's conference room, and some things shouldn't be too clear.

The key is what Ruiz really thinks. What they're doing now has severely strayed from what FBI agents should do. Not to mention whether Seventeen would officially report to the Anti-Terrorism Team, just that handling the informant's clues earlier was a violation, plus how Seventeen dealt with that batch of goods after Jimmy and Ruiz left.

Ruiz certainly understood Jimmy's implication, which is why he agreed after a brief consideration; some things indeed require communication to avoid misjudgments.

At night after work, Ruiz drove directly to Jimmy's bar, greeted Woody, and went to the small room beside. There, he drank and waited for Jimmy.

By the time Jimmy arrived, Ruiz probably had drunk quite a bit. Seeing Jimmy enter the small room, he pushed a glass to Jimmy and poured, "You're late."
