Chapter 248: Let the Shinobi World Feel the Shockwave of Konoha’s 'Public Insight'

Tsunade found herself watching her great-uncle.

Through Uchiha Kei's unique access, she witnessed segments of her great-uncle's struggle in the chaotic and despairing world of Lordran. She saw him die, be reborn, and receive comfort from the Fire Keeper.

Watching her great-uncle silently gaze at the Fire Keeper with a calm, gentle expression made Tsunade twitch. As a mature woman in her thirties, she'd seen her fair share of love stories. She wasn't inexperienced—just unmarried. And she could tell what that kind of gaze meant.

There was no doubt in her mind: her great-uncle had grown emotionally attached to that "virtual character," using her as a form of emotional solace, perhaps even as his white moonlight.

Letting out a deep breath, Tsunade covered her face, then turned to Uchiha Kei and said helplessly, "Kei-kun, isn't this a bit much?"

Arms crossed, Kei replied, "Compared to what the Second Lord did—treating the Uchiha clan like dogs—I'm just giving him the chance to experience an entirely new life in an illusionary world. That's pretty merciful, wouldn't you say?"

"And besides…"

He showed Tsunade the footage of Tobirama Senju's violent resurrection and his attempt to take Kei down.

Tsunade covered her face again.

Sure, Kei came out unscathed, and yes, it was all within an illusionary world where he reigned supreme. But that didn't excuse Tobirama-sama's brutal tactics.

Tsunade wasn't the type to say, "It's fine since no one got hurt." And considering Kei might very well be her future husband, this wasn't something she could just brush off.

With a long sigh, she already felt the strain of a bad in-law relationship—only in reverse. In the end, she simply muttered, "Just don't go overboard," and left it at that.

After all, Kei only intended for Tobirama-sama to play through the entire game's storyline. Once the game was cleared, he'd be released. All she could do was silently wish her great-uncle luck in clearing the game and making it back out in one piece.

Then, with her sharp tongue ready as ever, Tsunade turned to Kei again.

"Speaking of which, Kei-kun, what's going on with Uchiha Madara now? Still lost in your genjutsu game?"

Her tone turned serious.

Within their tight circle, Madara's survival was no longer a secret. Ever since he obliterated Root and left Danzo crippled, Kei had informed them of his existence.

If Kei hadn't reassured them that Madara was too hooked on a genjutsu game to pose a threat, Konoha would've gone on full alert and launched a hunt.

Thumbs up, Kei grinned. "Yep, he's absolutely loving it. These days, he's teaming up with the First Lord every day. He's basically turned into a game-obsessed old man."

Tsunade twitched at the mental image. Sure, she already knew her Grandfather had been secretly teaming up with Madara using an alt account, but she couldn't help but picture two centenarians sweating it out together in a VR battlefield, casually dominating newbies.

She had no idea that her Grandfather was catfishing Madara with a female alt. She simply assumed he was using a male alias.

Even that thought made Tsunade nearly lose it. She wasn't fully aware of the tangled history between her Grandfather and Madara—only that they were once close friends who later turned on each other, culminating in a final battle where Hashirama was forced to kill him.

That knowledge alone made her one of the few people in the shinobi world with any grasp of their past.

In truth, very few understood the full depth of their bond and betrayal. Not even Tobirama, the loyal younger brother, fully understood the emotional journey the reincarnations of the Sage of Six Paths' sons had endured.

Only two truly knew: the Sage of Six Paths himself, and Black Zetsu.

Well, maybe three now—Kei, as a time-traveling Hokage nerd, was in the loop.

Tsunade continued to ask a few more questions, but once she confirmed Madara was stable and not planning chaos, she went back to work.

As for her great-uncle?

Well, he could finish Kei-kun's "punishment" first. After all, Kei wasn't really harming him, and a little payback for Tobirama's past actions wouldn't be the worst thing. Even the First Lord probably wouldn't object.

Once Tsunade left, Kei refocused his attention. After checking in on Tobirama's progress, he poured his energy into developing a new game.

This time, it would be a large-scale project—with a livestream system bundled in. He was about to launch the Shinobi World into the era of online streaming.

Undeniably, it was a full-blown revolution.

And he couldn't wait to see how the other villages would react.

While Kei was busy tormenting Tobirama in the genjutsu world and building a next-gen livestream gaming system, things in the real world were shifting as well.

It started with Konoha's recruitment initiative. The first batch of applicants had passed the preliminary screening and were now undergoing evaluation by professionals.

Kei was directly involved—through four Shadow Clones.

Thanks to his system's stamina-boosting food and drinks, multitasking like this was a breeze.

With Kei's oversight, Konoha was carefully assessing and assigning roles. Anyone who passed the initial screening was essentially hired. Even those with niche skills had a place.

Unsurprisingly, spies from other factions had slipped in.

Luckily, Kei had a secret weapon: an army of converted White Zetsu.

These creepy little creatures were zealously proactive. Without Kei needing to say a word, they ran background checks on every applicant.

Thanks to their infiltration abilities, most spies and saboteurs were promptly identified. Over 90% were already exposed. The rest? It was only a matter of time.

White Zetsu agents were eager to prove themselves and earn Kei-sama's ultimate reward: a taste of his divine culinary jutsu.

Konoha was stunned by Kei's efficiency. Compared to the effort it would normally take to identify one spy, his results were ridiculous. The ANBU and Interrogation Squad even wanted to recruit him as their new leader.

Of course, Tsunade shot that down immediately. Kei's talents were far too valuable for grunt work.

The only reason he was supervising recruitment at all was because both Tsunade and Minato personally asked him.

Still, Kei made it clear: don't just arrest all the spies.

"Think about it," he said. "They're here on a mission, which means they'll want to earn our trust. That makes them hardworking and obedient."

"So instead of locking them up, why not let them contribute to Konoha's greatness?"

"You're telling me that with all eyes on them, they'll still succeed in stealing intel or sabotaging us?"

This logic hit home.

The idea of using enemy agents as diligent laborers—and watching them fail over and over while trying to sabotage things—was oddly satisfying.

So Kei's plan was approved.

That said, not all spies were spared. The ones with mediocre skills or little value? Publicly arrested and interrogated. This sent a strong message.

The remaining agents? Terrified. They became ultra-cautious, working quietly and efficiently, afraid to be discovered.

In the end, Konoha acquired a fleet of hardworking, competent "employees."

By the time the second wave of applicants arrived, the first wave's impact had already shaken the ninja world.

Outsiders were stunned by Konoha's prosperity. Some were envious. Others fell into despair, realizing their villages couldn't compare. Some even began to admire Konoha.

And just in time, Konoha's Game Chamber of Commerce released a new magazine: *Public Insight*.

Its debut issue claimed to feature stories from all across the shinobi world, offering cultural and political commentary.

Rumors spread: the secret to Konoha's rise was hidden inside.

Curious outsiders bought the magazine, only to get sucked into short, thought-provoking stories. None directly explained Konoha's success. But every tale highlighted the stark contrast between Konoha and other villages.

It wasn't just about military power. It was about stability, harmony, and quality of life.

Articles included:

* "Why Does Violence Keep Erupting in the Hidden Cloud?"

* "The Land of Water Has Abundant Seafood—So Why Are People Starving?"

* "The Land of Wind Is Rich in Minerals—So Why Is the Population Suffering?"

* "Why Has Konoha Won So Many Wars? Because We Scrub Our Suffering Three Times Over—and That's Just the Tip of the Iceberg."

* "A Bowl of Chashu Ramen: The Soul of Konoha's Compassion."

As for the magazine's tone…

Let's just say Kei based it on the dramatic moralist stories that were once all the rage back on Earth.

The goal? To let the yokels of the shinobi world experience the full force of Konoha's "public enlightenment" shockwave.
